מה זה דו"ח אפס?

דו"ח הבוחן את הרווחיות הצפויה ואת הכדאיות הכלכלית של הפרויקט.

הדו"ח בוחן את הפרויקט במצב הפרוגרמה/תכנון הראשוני שלו – קרקע ריקה\מבנים קיימים המיועדים לפינוי-בינוי או תמ"א 38 – ומעריך את ההכנסות והעלויות הצפויות להקמת הפרויקט הדו"ח מעריך את ההיתכנות הכלכלית של הפרויקט והרווחיות הצפויה של הפרויקט בהנחה שהתכנון הסופי יהיה בהתאמה לפרוגרמה התכנונית הראשונה.

בין היתר, דו"ח אפס, אשר נערך על ידי שמאי מקרקעין, כולל את שווי הקרקע, עלויות הבנייה בהתאם לסטנדרטים הראויים לפרויקט בסביבה הקרובה ומאפייני הבנין, שווי הפרויקט לאחר השלמתו, הכנסות צפויות מהנכס, ובנוסף גם ניתוחים באשר לשינויים אפשריים בעלויות הבנייה, במחירי המכירה ובעלויות הבניה (טבלת רגישות)

באמצעות הדו"ח, היזמים (או חברי קבוצת רכישה) יכולים לקבל אומדן על העלות של המיזם, ולהבין האם יש לו היתכנות כלכלית. בדוח משמש את היזם לקבל החלטה האם לרכוש את הקרקע או ל"רדת" מהעסקה -GO/NO GO

דו"ח אפס ערוך במתכונת קבועה ומכיל את תחזיות עלויות הבנייה בצורה מפורטת ביותר. הבדיקה מבוצעת לכל סוגי הפרויקטים, ביניהם בנייני מגורים, משרדים, מסחר, תעשייה, מלונאות, דיור מוגן ועוד.

סיכום, דוח אפס הוא דו"ח חשוב ליזמי הנדל"ן, כאשר הפרויקט נמצא "על הנייר", לא נמצאת היתכנות כלכלית, הפרויקט לא יקבל מימון. מצד שני, עדיף ליזמים לגלות על חוסר ההיתכנות לפני התחלת ההשקעה בפרויקט אשר עשוי להוביל אותם לפשיטת רגל וקריסה כלכלית. לכן, גם עבור יזמים המחזיקים בהון הנדרש ולא נדרשים לנסח דו"ח אפס, מומלץ למנות שמאי מקרקעין מנוסה שיבצע את עבודת ההערכה וינסח את הדו"ח, על מנת לקבל את ההגנה הטובה ביותר על ההשקעה העתידית, ולחסוך טעויות משמעותיות בתהליך קבלת ההחלטות.
